In a government press release of 20 August 2026, an EPD spokesman said the department was very concerned about illegal discharges from livestock farms along the Kam Tin River, and that untreated livestock waste discharged into rivers not only seriously pollutes the water but also causes an odour nuisance. The two smells behave quite differently. A river smell shifts with the wind and the time of day, is strongest on the balcony, at the windows or along the footpaths, thins out once the windows are shut, and is often noticed by neighbours at the same moment; drain work will not fix that, so report it to the management office and the EPD. A drain smell stays put at one particular outlet, does not go away with the windows shut, and gets stronger once you close the bathroom door and switch on the exhaust fan; that usually points to a trap seal or a branch pipe, and is worth having inspected.
According to a Yahoo Finance inspection report on PARK YOHO Bologna in April 2023, the bathroom of a one-bedroom flat left empty for several years had a strong smell, which the inspector put down to a dried-out drain. The developer replied that the trap system checked out normally and there was no smell once water was added. The Buildings Department also warns that when a floor drain goes unused for a long time the water seal in its trap slowly evaporates, and advises pouring about half a litre of water into every floor drain at least once a week. For let flats, arrange regular top-ups between tenants; if the smell is still there a day or two after adding water, check whether the trap is damaged or has been altered.
Judging by the estate's age, most flats have already had their first fit-out, and resales and changes of tenant bring further renovation. Tiling bathroom and kitchen floors involves cement or tile adhesive, and the debris easily falls into floor drains and basin outlets. The Buildings Department's guideline says that where a pipe is seriously blocked by materials such as cement, the affected section may have to be exposed and replaced, because high-pressure water or rodding may not clear it. So keep the outlets covered during the works and test every outlet with water afterwards; if one keeps draining slowly, have it checked early rather than letting the debris harden and build up.
Some PARK YOHO phases have ground-floor special units; Phase 2A, for example, launched six ground-floor duplexes, and the show unit came with a garden of over 1,200 sq ft and a private pool (per Midland Realty on 11 July 2017, citing on.cc). By design, these units have outdoor drains, and with so much landscaping around, leaves, planter soil, grit and moss are easily washed into them by rain. The problem often goes unnoticed until heavy rain, when water ponds and in bad cases spreads indoors. Before the rainy season, clear the outlet grilles and avoid sweeping soil into the drains. If water still drains away slowly after the surface debris is removed, the pipes underneath should be checked for silt.

Developed by Sun Hung Kai Properties, its 31 mid-rise residential blocks were completed in stages from 2016, right beside the Kam Tin River. When a flat smells, the first step is to tell a river smell drifting in through the windows from a drain smell coming out of an outlet in the flat. The first is an environmental problem to report to government departments. The second usually comes down to a trap water seal, a branch pipe or renovation work, and that is when an inspection, odour treatment or unblocking makes sense.
Wikipedia describes PARK YOHO as a large mid-density residential project in Sun Hung Kai Properties' YOHO series. It is made up of seven parts: Phase 1 is split into 1A, 1B (Venezia) and 1C (Sicilia), Phase 2 into 2A (Genova), 2B (Napoli) and 2C (Milano), and Phase 3 is Bologna, a single two-wing block. HK01, quoting the developer, put the whole site at about 1.9 million sq ft. The blocks are only a dozen or so storeys high. Per Midland's floor schedule, Phase 1A, Sicilia, Genova Blocks 29, 30A and 30B, and Napoli have ground-floor flats, while Venezia, Milano and Bologna start higher up. The estate has more than 1.2 million sq ft of landscaping, plus a private wetland conservation area of about 500,000 sq ft.
PARK YOHO's phases were completed between 2016 and 2018, so by inference from those dates their drainage plans went in well before the Buildings Department's practice note APP-164 took effect. That note has applied since 31 August 2021 and requires used water from a basin, a bath or a shower to be diverted to the floor drain so that it tops up the trap's water seal automatically. In other words, floor-drain traps in flats of this generation still rely on residents adding water regularly to keep their seals. The developer once planned to keep about 100 Napoli flats for rent, and rented flats left empty between tenancies are even more likely to have dry traps.
The Kam Tin River next door is one of Yuen Long's main flood channels, and the Drainage Services Department generally clears silt, weeds and rubbish from it in stages after each rainy season. The EPD's 2025 report shows the river's water quality is much better than in 1995, but its two monitoring stations are still graded "Fair" and "Bad". In August 2026 the EPD announced the conviction of a pig farm at Sheung Che, Pat Heung, for illegally discharging livestock waste, saying the wastewater seriously polluted the downstream Kam Tin River. So a smell noticed around the estate does not necessarily come from the building's drains, and its source needs to be pinned down first.
