HK01 reported that at about 8pm on 28 July 2018, sewage dripped from the ceiling beside a coffee shop in Telford Plaza onto an escalator, with the smell reaching the MTR station exit; shopkeepers suspected a burst sewage pipe from the flats above and said the mall's engineering staff arrived about half an hour later, after which the mall screened off the escalator with tarpaulin for emergency repairs. No final cause was published, and the burst pipe was only what the shopkeepers suspected. By design, sewage in this kind of podium estate has to run horizontally across the podium level before it reaches ground-level drains outside the depot, so when those pipes fail the first place affected may not be your own flat. If your flat also drains slowly or smells while stains appear on a podium or lobby ceiling, leave the podium-level run to the management office, which holds the drawings; the branch pipes and traps between your fittings and the stack can be tested outlet by outlet on a separate visit.
By design, each stack collects sewage from every floor in the same vertical line and turns into a horizontal pipe at podium level. If a bend or horizontal run is narrowed by grease, tissue or wet wipes, then when the floors above use water together, the toilets and floor drains of the low-floor flats closest to the podium are the first to bubble, rise or even back up. In the 25–26 storey blocks each stack serves more floors, so the effect is stronger at morning and evening peaks; the 11–12 storey blocks have fewer floors, but their sewage also passes through the podium transfer. If only one outlet is slow, the flat's branch pipe is the usual cause; if several outlets back up at once, tell the management office straight away.
HK01 reported in 2021 that, according to the estate's owners' committee chair, the government served two mandatory building inspection notices in 2015, one on the MTR Corporation and one on the owners. The Buildings Department states that the scheme applies to private buildings 30 years old or more, and that the prescribed inspection covers drainage on external walls, drainage in common parts, drainage laid in common pipe ducts, and the common drainage system above and below ground. As a general inference from building age, the original pipes have been in service for more than 40 years, so rusty or leaking external pipes and loose brackets are not unusual, and inside a flat you may see drips under a pipe, damp stains on a wall or a smell that comes and goes. Shared pipes are for the management office; branch pipes and traps inside the flat can be inspected to decide between cleaning and partial replacement.
HK01 reported in February 2023 that Telford Gardens was undergoing major repairs, and a retired owner who could not stand the dust had moved out temporarily and was using the time to renovate his whole flat. Scaffolding, wall chasing and flat renovation make it easy for cement slurry, sand and paint to be washed into outlets, and once set they may be beyond ordinary unblocking tools, sometimes requiring the affected section of pipe to be opened and replaced. When a flat stays empty for months, the water seals in the floor-drain traps also evaporate and sewer air comes in through the outlets. The Buildings Department advises pouring about half a litre of water into every floor drain at least once a week; before moving back in, test each outlet with water.

When a drain blocks or smells, the first step is to work out whether the problem is in the flat's branch pipes and traps or in the stacks and podium pipes, and then decide between booking a call-out yourself and reporting it to the management office first.
Telford Gardens was planned from 1976 and went on sale in 1977, a depot-top estate developed by the former Mass Transit Railway Corporation with Hang Lung Properties and Hopewell Holdings. The MTR Kowloon Bay Depot occupies the ground level, and above it sits a podium of about 10 hectares: the lower podium has a fountain, a plaza and a fish-pond garden, while the upper podium mainly holds children's play areas and the entrances to most residential blocks, with Telford Plaza next door linking to Kowloon Bay station. Because the estate was close to the former Kai Tak Airport, the airport height controls of the time applied, so most blocks are 11 to 12 storeys; only Blocks K, N, S, T and U and one tower of Block R are high blocks of 25 to 26 storeys.
By design, the biggest difference between a block on a podium and an ordinary block standing on the ground is how its sewage reaches the ground. When each block's vertical soil stack reaches podium level, it normally has to turn and join horizontal pipes hidden in the podium structure or the mall ceiling, which carry it to ground-level drains outside the depot area, rather than dropping straight into a manhole as in an ordinary building. Those bends and long horizontal runs are exactly where grease, tissue and debris settle most easily, and when a pipe leaks, the first sign is often a stain on a podium, lobby or mall ceiling rather than anything inside a flat. This is an inference from the structure; the actual pipe routes are shown on the drawings kept by the management office.
The estate is now about 44 to 46 years old. As a general inference from building age, the original cast-iron or early-generation pipes have been in use for over four decades, and a Buildings Department practice note issued in 2003 says cast-iron pipes in some existing buildings have shown premature rusting, leakage and corroded fixing brackets. Most flats have also been renovated, so branch pipes, traps and connection points can differ widely between flats in the same block. Separately, the Department of Health's 2003 report on Amoy Gardens recorded that the building management carried out major cleansing and disinfection in Lower Ngau Tau Kok Estate, Telford Gardens and the surrounding areas on FEHD advice; the report did not identify any defect in Telford Gardens' drains.
